As of November 21st, Microsoft seems to have pulled Windows 10 November Update (build 10586) and just about everything related to it. This includes Media Creation Tool, Kits, Mobile Emulators, TechBench, and obviously, the build itself on Windows Update. If you attempt to download any of these things, you’ll end up with RTM (build 10240) versions of them. The reason for such a drastic move is not known so far. We are looking forward to any information supplied by Microsoft to help clarify this. ESDs (using direct links) and ISOs (using MSDN) can still be downloaded, though.
The only sort of official statement that can be found is over here on the page that links people to Media Creation Tool. Here’s what it says:
These downloads cannot be used to update Windows 10 PCs to the November update (Version 1511).
We have reached out to Microsoft about this, and we will update this article when we hear back.

UPDATE: Microsoft has responded to the aforementioned issue with this, it may seem like a logical explanation at first but if this is exactly what happened, people on older builds shouldn’t have stopped seeing the update
The November update was originally available via the MCT (Media Creation Tool), but the company decided that future installs should be through Windows Update. People can still download Windows 10 [Build 10240] using the MCT tool if they wish. The November update will be delivered via Windows Update.Microsoft has not pulled the Windows 10 November 10 update. The company is rolling out the November update over time – if you don’t see it in Windows Update, you will see it soon.
